Kampoeng Relawan: Antara Sociopreneurship dan OVOP

Ketika berdiskusi dengan Eko Legowo yang lebih dikenal dengan sebutan Eko Legok, kami menemukan satu titik sama dalam melihat masalah sosial yang dihadapi relawan PMI pada umumnya. Masalah itu adalah menyeimbangkan antara peran selaku pekerja kemanusiaan yang harus dilakukan dengan ikhlas, tanpa imbalan jasa. Serta kedudukan pribadi selaku warga masyarakat yang juga harus mampu menyukupi hajat hidupnya secara layak.

Dalam realita, antara peran dan kedudukan keduanya seringkali berbenturan. Karena itu, perlu ada suatu upaya bersungguh-sungguh dan bersinambung untuk memberdayakan kesejahteraan sosial relawan melalui kewirausahaan. Menciptakan dampak manfaat sosial yang semakin besar melalui beragam kegiatan usaha yang berkelanjutan.

Kehadiran para inovator sosial di berbagai bidang kemasyarakatan perlu didukung dengan pendekatan-pendekatan yang lebih komprehensif agar dapat menumbuhkan daya ungkit yang semakin besar bagi perubahan. Penguatan kelembagaan, dukungan jejaring, akses informasi dan sumber daya selalu menjadi isu sentral dalam berbagai ihtiar di akar rumput. Misi pokok Asosiasi ini adalah membangun kolaborasi secara sinergis di antara berbagai pemangku kepentingan untuk memajukan sektor kewirausahaan sosial di Indonesia. Keterpaduan, kolaborasi dan pengayaan bersama adalah kata kuncinya.  Demikian sambutan pendiri Asosiasi Kewirausahaan Sosial Indonesia (AKSI) Bambang Ismawan .

Wirausaha sosial (Social atau Sociopreneur) adalah individu yang memiliki solusi inovatif untuk mengatasi masalah sosial dengan cara mengubah sistem, memberikan solusi dan memengaruhi masyarakat untuk melakukan perubahan. Awalnya ia bertindak dalam skala lokal kemudian dapat diperluas. Inovasi yang dikembangkan adalah solusi inovatif dan menciptakan kesempatan baru. Misi sosialnya mengatasi masalah sosial yang paling menekan. Dampak dari adanya wirausaha sosial ini adalah perubahan skala luas, mengubah sistem dan menyebar luaskan solusi (Bill Drayton, CEO and Chair of Ashoka).

OVOP pada dasarnya adalah upaya pengembangan sumber daya lokal berbasis budaya dalam suatu bentuk produk atau jasa yang dapat diterima secara global (local yet global), kepercayaan diri dan kreativitas (self reliance and creativity) serta pengembangan sumber daya manusia. OVOP digagas untuk mengatasi masalah lokal perfektur Oita di Jepang yang tidak memiliki sumber daya yang memungkinkan investasi untuk pengembangan ekonomi berbasis teknologi tinggi. Akhirnya diputuskan untuk mengembangkan bidang pertanian dan perikanan yang pada akhirnya membawa kemakmuran bagi masyarakatnya.

Kisah sukses OVOP diadopsi dalam beragam aplikasi di berbagai negara. Thailand bahkan dianggap sebagai satu diantara berbagai negara yang mampu menyerap dan mengembangkan gagasan OVOP melalui OTOP (One Tambon One Product). Tambon adalah istilah lokal untuk sebutan desa atau kawasan pedesaan. Mereka menghadirkan internet disetiap tambon agar aktivitas produktif dan kreatif masyarakat dapat disajikan secara nyata dan terbaru. Satu prestasi yang kini diunggulkan dalam OTOP adalah paket wisata air Chao Praya River. Paket yang sebenarnya tak begitu istimewa ini dikemas dalam beragam bentuk pertunjukan dan festival.

Indonesia adalah sebuah komunitas besar, Indonesia adalah sebuah kekayaan, jika kita mampu memadukan berbagai potensi dan daya yang kita miliki untuk pembangunan sosial. Kerjasama dan hubungan yang saling memajukan perlu kita perkuat di berbagai lini di sini. Dalam konteks pembangunan sosial, ada suatu kebutuhan untuk memadukan upaya-upaya dalam rangka mengentaskan kemiskinan dan memberdayakan masyarakat dengan pendekatan-pendekatan yang berkesinambungan. Atau dengan kata lain melakukan upaya pembangunan sosial melalui langkah-langkah kewirausahaan. Demikian isi sambutan Ketua Dewan Pembina AKSI (Asosisasi Kewirausahaan Sosial Indonesia) yang juga pendiri LSM Bina Swadaya yang menerbitkan majalah pertanian terkenal “Trubus”.

Berkembangnya aktivitas kewirausahaan di tengah masyarakat Indonesia akhir-akhir ini menunjukkan gejala yang sangat menarik. Kehadiran internet membuat banyak peluang terjadinya transaksi online. Bahkan bila kita cermati di dua media sosial terbanyak penggunanya yakni Facebook dan Twitter, aneka penawaran bisnis online hampir setiap saat terjadi dengan beragam jenis komoditas dan transaksi. Sayangnya, kesempatan besar itu belum mampu dimanfaatkan secara optimal karena pengguna media sosial tadi cenderung pasif dan tidak kreatif. Kebiasaan copy paste dan menjadi partisipan pasif yang hanya memberi apresiasi sederhana dengan cara menyukai produk atau hasil karya orang lain (tanda suka/like) adalah keadaan yang tidak mendukung penggalian potensi kreatif dan pengembangan upaya inovatif.

Di jejaring Facebook misalnya, ada ribuan grup komunitas dengan beragam latar belakang. Di lingkungan PMI yang memiliki jumlah relawan sekitar 1 – 2 juta orang di seluruh wilayah Indonesia misalnya, ada puluhan atau ratusan grup komunitas relawan. Grup atau komunitas ini adalah potensi besar yang belum diberdayakan. Karena itu, Kampoeng Relawan berupaya menggali potensi itu dengan menghadirkan Kedai KAWAN. Pendekatan sociopreneurship sangat sesuai dengan karakter dasar komunitas yang memiliki kedekatan emosional antar anggota dan masalah krusial  optimalisasi potensi kreatif dan inovatif relawan.

Konsep kampung sebenarnya mengadopsi gagasan OVOP. Banyak relawan PMI yang berkelas dunia (local yet global). Paling tidak, adanya beberapa orang Relawan PMI yang mampu membangun jejaring dengan relawan internasional adalah satu entry point aplikasi OVOP sekaligus sociopreneurship. Selain itu, kepercayaan diri dan kreativitas bukan sesuatu yang asing. Nah, faktor kunci ketiga dalam aplikasi OVOP yaitu pengembangan sumber daya manusia. Dengan terbiasa melakukan kemandirian, kebanyakan relawan PMI memiliki sebagian besar syarat untuk mewujudkan sociopreneurship berbasis OVOP. Kampoeng Relawan akan berperan sebagai jembatan. Dengan semboyan “selalu ada yang lebih baik”, jembatan itu dapat bermanfaat. (bersambung)

Young people who are behind Khong Hwie Kiong temple, calling themselves by the name PASKOPEM, or Pasarpari Youth Complex.
